Sure there are Legendary weapon and what not but all of them can be obtain by normal means, and no cashshop involved. Unless you're willing to buy Blade & Soul gold, which is entirely against the TOS. So yeah, this game is against pay2win.

And if you're good enough, you can 1v1 against fully geared player with legendary weapon with just normal gear for fresh lowbie just enter the Endgame. I've seen so many cases like that.

Particularly a guy who doesn't wear anything (no Bopae (which is a kind of armor that provide stat bonuses), no accesory and just a white trash weapon) and still managed to get to Platinum rank in PvP (Dunno if it's called Platinum or not lol but believe me, it's hard enough to get into Gold, not mentioning Platinum)
